Client Solutions Program Manager
The HMS Client Solutions group immediately seeks an experienced Solutions Program Manager to lead strategic efforts as a Client Solutions subject matter expert in state and federal aggregate spend/transparency reporting, customer master data management and healthcare informatics. The Solutions Program Manager will play a key leadership role within the organization as the company transitions to a Scrum/Agile methodology across planning, product and solutions development and operations functions. The Solutions Program Manager will also contribute to developing a business strategy to address existing and emerging global transparency requirements similar to:
- US Federal Physician Payment Sunshine Provisions of the Patient Protection and Affordable Care Act (PPACA)
- Current and pending state laws and restrictions, transparency and public disclosure
- Related compliance initiatives pertaining to interactions with healthcare practitioners and healthcare institutions
The Solutions Program Manager will possess a balanced skill set including the key capabilities of a business analyst, project manager and solution architect including but not limited to:
- Gathering and evaluating business requirements and generating high-level functional and technical specifications so that teams achieve stated project goals
- Creating process standards, templates and guidelines for integrated project teams to follow and socializing these tools and products throughout the organization
- Leading internal and external teams through strategic discovery and operational integration projects and programs using blended traditional SDLC and scrum/agile methodologies
The Solutions Program Manager will be responsible for taking control of initiatives, anticipating and solving issues for stakeholders, communicating and selling ideas that will meet business requirements and improve end-user productivity. The Solutions Program, Manager must be keenly focused on initiating and following through on activities that clearly define client business requirements. The individual must also be highly organized, detail-oriented with the ability to manage multiple priorities and comfortable with operating with minimal direction in a highly-dynamic, fast-paced regulated environment.
Primary responsibilities:
- Collaborate with HMS internal departments, external partners and other relevant stakeholders to elicit business requirements for new and existing products, solutions, services and offerings
- Institute new processes and guidelines for onshore and offshore development, configuration and support teams that promote efficiency, effectiveness and quality
- Integrate Scrum development practices into daily, weekly and monthly activities
- Direct full life cycle projects through implementation and production operation.
- Develop and maintain client-specific project management deliverables throughout their life cycle (including work breakdown structures, stakeholder matrices, network diagrams, schedules, risk and issue management plans, progress reports and action items logs) that encompass the comprehensive activities and their statuses for all stages of projects, programs and portfolios
- Coordinate with other departments to ensure that the appropriate resources are available and deployed to achieve project objectives
- Liaise with client project team and internal configuration, software and data development teams to drive accurate and consistent interpretation of requirements.
- Recognize opportunities to improve the quality and/or efficiency of HMS products and solutions.
- Design a knowledge base of current laws and regulations related to Federal Physician Sunshine Payment Provisions, applicable state laws and other international regulations related to interactions with healthcare practitioners and organizations
Monitor the process of translating business requirements into functional and technical specifications using Scrum development and documentation methodologies
- Act as a liaison between business leaders, staff and utility functions in order to drive knowledge transfer
- Any other ancillary tasks assigned by the company from time to time
Requirements:
QUALIFICATIONS
BA/BS degree required (business, engineering, information technology, computer software or equivalent major preferred)
Life Sciences industry experience preferably working with Customer Master or MDM systems, data warehouses, data marts, analytics or business intelligence systems
6 years minimum leading business system implementations and teams of all sizes and complexities
Strong project management skills (PMP and Scrum certification preferred) with demonstrated skills in planning and preparing, organizing, prioritizing, negotiating, and communicating (written and spoken)
Familiarity and/or competency with Vietnamese language, culture, customs and/or etiquette highly desired
Healthcare industry experience preferably working with healthcare transactional and master data such as healthcare entities, product hierarchies, alignments, prescription/outlet data, claims and promotional or clinical spend
Experience gathering and documenting system architecture requirements using various tools such as entity-relationship (E-R) diagrams, physical data models, data flow, process flow and system architecture diagrams
Proven experience with several SDLC approaches including waterfall and iterative implementation methodologies such as RUP, Agile and Scrum
Proven experience facilitating requirements gathering and testing review sessions
Experience with content management and collaboration tools in a project setting
Key Methodologies and Toolsets
- Strong competency with formal project management standards such as PMBOK or PRINCE2
- Strong competency using Scrum framework for project management
- Moderate data analysis and/or SQL skills with at least 2 years exposure to one of the following: Oracle SQL, Microsoft SQL Server, Sybase SQL Server, MySQL or IBM DB2
- Advanced abilities with MS Project developing project plans, network diagrams, high-level timelines and detailed schedules
- MS Office Suite, strong emphasis on MS Visio (wireframes and workflows), and ability to self-learn new applications and tools, particularly open-source project management and collaboration tools
- Experience and flexibility with JAD techniques, Waterfall, Stage-Gate, RUP, Scrum or other iterative methodologies.
- Familiarity with desktop and server operating systems such as Windows, Linux and Unix
